Adult Education programs offer English as a Second Language (ESL) instruction in counties that have been identified as areas of need by census data. The designation “area of need” is given to counties that have a population of at least 1,000 individuals who were identified as English Language Learners (ELL). ESL instruction is provided to adults who lack proficiency in English and who seek to improve their literacy and competence in English through the development of reading, writing, listening and speaking skills.
